Mr. Aleksei Chekunkov
OIC Elevates Thai Insurance in Thailand–Russia Cooperation
Bridging Government and Industry to Advance Opportunities in Trade, Tourism and Healthcare
The Office of Insurance Commission (OIC) is elevating the role of Thailand’s insurance industry in international economic engagement, linking national-level dialogue with business collaboration to unlock new opportunities in trade, tourism and healthcare between Thailand and Russia.
Mr. Chuchatr Pramoolpol, Secretary-General of the OIC, participated in the 9th Thailand–Russia Joint Commission on Bilateral Cooperation (JC) in Moscow, where insurance formed part of the economic and financial agenda. The meeting was co-chaired by H.E. Mr. Sihasak Phuangketkeow, Deputy Prime Minister and Minister of Foreign Affairs of Thailand, and H.E. Mr. Aleksei Chekunkov, Minister of the Russian Federation for the Development of the Far East and the Arctic Zone. Prior to the Plenary Meeting on 14 August 2026, the Secretary-General was also invited to a discussion between the two Co-Chairs, where he outlined practical ways for insurance to contribute to stronger economic ties between the two countries.
The first priority was enhancing insurance protection and services for Russian visitors and residents in Thailand. With approximately 1.9 million Russian tourists visiting Thailand annually, the OIC proposed closer ties between Thai and Russian insurers, including Thai insurers serving as Claims Settlement Agents to coordinate with hospitals and facilitate local claims, alongside appropriate coverage to improve access to insurance and medical services.
The second was leveraging Thailand’s insurance and reinsurance capabilities to facilitate bilateral trade, including reinsurance support from Thai insurers to Russian insurers and appropriate coverage for goods transported from Russia to Thailand, thereby expanding risk management options and helping ease insurance-related constraints on cross-border commerce.
Alongside engagement at the government level, the Secretary-General advanced direct industry-to-industry collaboration, leading senior executives from major Thai non-life insurers, together representing more than 50 per cent of Thailand’s non-life insurance market, in discussions with Russian business partners. Their participation demonstrated the Thai insurance sector’s readiness and commitment to move beyond dialogue towards practical collaboration.
With SOGAZ Insurance Group, both sides explored connecting Thai and Russian insurance networks to enhance services and claims management for Russian nationals in Thailand, including insurance solutions for tourists, business travellers and residents. The Secretary-General reaffirmed the strength and readiness of Thailand’s insurance sector, underpinned by financial soundness, robust risk management, good governance and consumer protection.
The meeting with R-Pharm, building on the OIC’s July visit, brought Thai insurance executives directly into the dialogue to identify where joint initiatives could take shape. The exchange explored how pharmaceutical innovation, medical technology and treatment could connect with Thailand’s health insurance system, linking insurance, prevention, treatment and medical innovation to create long-term value for policyholders and the healthcare system.
The OIC Secretary-General said, “The inclusion of insurance in a national-level cooperation mechanism demonstrates that our industry can contribute well beyond its traditional role of managing risk. The OIC’s role should not stop at ensuring the stability of the insurance system. We must connect the strengths of Thailand’s insurance industry with new economic opportunities and create pathways for Thai insurers to engage internationally.”
“We did not come to Russia simply to discuss what might be possible. We brought the Thai insurance industry with us to identify what we can actually begin doing together — moving from Policy Dialogue to Business Cooperation. The OIC stands ready to connect governments, regulators and businesses so that Thailand–Russia cooperation can translate into tangible outcomes for our people, our industries and both economies,” the Secretary-General concluded.
